台灣在1980年代末期開始的民主深化過程中，民眾參與和地方分權的想法逐步挑戰傳統官僚主義的政府體制，其中尤以1994年以後的社區總體營造政策最受矚目，十多年的努力，似乎在政策推動上與學術研究上都面臨了難以突破的瓶頸。本課程有別於大學部課程著重於社區營造中的社區參與實務，而以學術角度引導研究生找出理論發展的可行途徑。若永續社區營造是當代理論的主流價值，則專論的主題將著重於回答：永續社區營造如何理論化？基於這些理論，有些什麼實用的研究意涵？又未來的研究思路為何？原則上，社區營造理論化可以有四個基本條件：1) 必須建構在社會科學的基礎上；2) 必須將許多的社區營造案例以系統方式加以定位；3) 必須清楚界定社區營造和空間規劃的關係；4) 必須提供邏輯而又實用的研究意涵，進而落實社區營造。
因此，本課程介紹國內外社區營造的基本構想和現況案例，引導學生思考和研究問題的能力，進而增進學術知識貢獻。
